Charles is a Kercher Principal with an extensive engineering and asset management career that spans nearly thirty years. Prior to joining the firm in 2017, he served in the capacity of Senior Project Engineer, Project Manager, and Product Manager at AgileAssets, Inc. He is a nationally recognized expert in the field of asset management systems having spent most of his career developing and implementing systems in numerous state DOT’s. He has been highly successful in helping DOT clients refine their business processes to better leverage the capabilities of their management systems for managing asset life and optimizing asset investment trade-offs.

Charles graduated with honors from the University of Cape Town in South Africa in 1987, joining BKS Inc. as a consulting engineer working in the fields of geometric, pavement, and general civil design and economic analysis of roads and road projects. In 1999, he specialized in asset management optimization and completed his doctoral research on “Multi-Objective Optimization in Pavement Management using Genetic Algorithms and Efficient Surfaces.” He is an active member of the TRB Asset Management (ABC40) and Maintenance and Operations (AHD10) committees.
