Alan has over three decades of experience in engineering design and construction projects, as well as the implementation of many pavement and infrastructure asset management systems.
Since 1992 Alan has provided training and technical assistance in the implementation of infrastructure management systems for several State DOT’s, the Delaware, Maryland, New Hampshire, New Jersey, Pennsylvania, Virginia and West Virginia Technology Transfer (T2) Centers LTAP Programs, and the Federal Highway Administration, International Roadway Federation and various other state and local agencies. The main areas of focus are infrastructure asset management systems, construction inspection, drainage improvements, geosynthetics and MSE walls, road design and construction, and innovative construction methods and technologies.
Alan also has extensive experience in design and construction including residential, commercial, industrial, municipal, and power plant projects. His municipal engineering responsibilities include serving as the Principal In-charge for municipal engineer appointments for several municipalities in Delaware and Maryland. Responsibilities include overseeing the technical review of plan submittals for all land development and construction projects, engineering design of infrastructure projects, upgrading of ordinances, and the preparation of contract documents and overseeing contract administration for all types of infrastructure maintenance and rehabilitation projects.
Alan also served as a faculty member of the Civil Engineering Department at the Stanton Campus of Delaware Tech where he taught courses in Construction Methods and Materials, Highway Engineering, Hydraulics and Hydrology, Reinforced Concrete Design, Steel Design and Soils Engineering. He has also served as an expert witness for various roadway construction claims projects including failure of various structural systems and pavement construction projects.
Additionally, he has served on FHWA expert panels to develop the National Pavement Preservation Roadmap and the National Pavement Management Roadmap.
